November 27, 2017 – Volume II in A Report on the Twenty-Eighth General Election was released today by the Chief Electoral Officer for the Province of Saskatchewan.
The volume reports on the finding of the first-ever assessment of the quality of administrative preparations and delivery of a provincial general election in Saskatchewan. The review was designed to establish a baseline of performance while creating some useful measures and evaluations regarding the most important legally mandated functions Elections Saskatchewan must perform in the preparation and delivery of a general election.
“If Saskatchewan’s democratic electoral traditions are to be maintained and strengthened, assessment based on social scientific methods has to become the norm during all future general elections,” says Dr. Michael Boda, Chief Electoral Officer of Saskatchewan and head of Elections Saskatchewan.
“Volume II offers the results of an analysis of the conduct of the 2016 general election which draws on direct observations of election administration experts from across Canada and measurements of stakeholder perceptions regarding the election’s delivery.”
While a subsequent volume will include a comprehensive set of recommendations for legislative reform, the purpose of this volume is to examine the administrative implementation of Saskatchewan’s 2016 general election and to focus on how future general elections might be improved by making administrative changes alone.
