General Directive
During our annual ESK – RPP Meeting last week, I mentioned that I would soon be releasing a “General Directive” containing my high-level recommendations with respect to modernization for how our general election should be administered. Earlier today, I submitted a General Directive to the Board of Internal Economy (BOIE) for their consideration.
To be clear, the Chief Electoral Officer has legislative authority under section 5.1 of The Election Act, 1996 (the Act) to direct the use of an alternative procedure, equipment or technology during a by-election, but this is not the case for a general election. For a general election, I am able to make recommendations, but the BOIE must offer its approval.
A copy of my General Directive has been attached to this Communique. The contents and the revised process described will not be a surprise – it is consistent with the approach I spoke about at our meeting, and which was clearly articulated in A Report on the Twenty-Ninth General Election, Volume IV, Chief Electoral Officer’s Recommendations for Legislative Reform.
I have asked that the Board provide its response to my General Directive before the end of June. When I receive a response, and as I continue to solidify our plans for 2024, I will be in communication with you. I appreciate your cooperation and consideration as we move forward.
